When I type question mark I get an accented e

When I type question mark I get an accented e instead. I think its french keyboard but I cant turn it off. How do I turn it off - insert question mark here -

Have you checked that it is not the EURO symbol as some programs and language pack updates can cause this to be installed ?

your keyboard is in other language.
you just go to the note pad and check all the keys with shift and without shift key...
if not appers then copy the ? mark and past it where u want...??????????????
