1 (the lower one) of the 2 backlights is broken and needs replacing. If your warranty has expired it's quite expensive to get it replaced and you would be better of buying a new one.

First place to look will in the power supply section, look for bad caps with bulging top/bottom seal, post back what you see inside so we can help you further, see example of failed SAMSUNG monitors due to bad caps here: http://s807.photobucket.com/home/budm/allalbums
I would try an auto-adjust first see if that helps any, also you could try it on another PC to make sure its not your video card on your PC. Another option is to reset the screen to its factory defaults see if that does anything.
check to see if you get image when lowering the resolution, do this with yoru older monitor try to bring it to a basic 800x600 with 16 bit color depth. then switch monitors and see what happens. If this monitor is energy efficient you may want to check on the power savings settings for your computer.
Sorry to say, I had a similar problem except my screen was upper/lower not left/right. If the drivers and hardware appear fine then it is the screen or connection to the screen. If under warranty send it in now! If not you may need to buy a replacement screen. Shop around for prices AND other solutions- (not being there to give it hands-on care) I may be mistaken.
