You could have bad wiring in the speed adjuster or they could be rusty and stick, try getting to the mechanical arm that attaches to the motor, spray WD40 on the joints.

You will know if there getting rusty if you turn on the wipers in the car and then tug on it a bit with you hand and it starts working once you jar it lose.
