Re: installed new drum
Dark lines is probably caused by the thin glass of the copier. test by making copy on glass, does it have lines? if no look carefully at the small 1" glass there is probably some ink dots or white out or something on it, clean with alcohol and try.
fish scales uniformly are coming from the fuser, ( where it gets hot as its coming out) check.You already changed drum which was a posssibility.
Also check the toner and see if it is solid black.

It sounds like your drum unit needs to be replaced. Do the smudges look characteristically like a finger print? Technicians have a rule of thumb. Replace your drum, developer compound and general service the machine as often as you service your car. Assuming you do service your car as often as I do, it should be after every 25,000 copies. If the machine has never been serviced then its time you did.
the cartridge has a charger wire that you can clean with a pencil erasure
Also remove glass and clean the underside of the glass and the mirror
open the fuser area( exit area where you clear jams and remove the wiper / cleaner of the fusr rollers ad reinsert
look for any lines on the rollers
when you install the toner cartridge lift the shutter that exoses the imaging drum to see if it looks ok if it has lines on it you may have to replace it ther is a wiper (silicone that will get toner nder it and can cause the lnes
All you can do is reinsert ant try it if it persists relace the cartridge
Your problem is most likely not the drum.
Can you make a copy on the glass itself and the lines DO not appear?
if yes this confirms it is not from the drum. Open the top and look at the Small strip of glass : is it dirty or have two dots, white out or Anything on there???? clean w/ alcohol. Any dots will look like lines when making a copy because the paper is moving on the glass.
If the lines are still coming out even on the glass then take a look at the Fuser (exit where it gets hot) are the rollers smooth and uniform or are they scratched???
Whats the make and model of the copier?
One culprit might be the drum. If you can take a look at the drum from your copier and you see black lines on it. It could be scratches on the drum or it may need a new cleaning blade to clean the toner off the drum.
Dark copies (whole pages) are usually a result of poor charge of the drum. Drum is that green thing (usually, seen blue ones too). You get text and graphics in places, where the drum has been discharged (light discharges drum). So if everything is dark - the drum is discharged fully, or not charged at all. Look for bent, dirty or missing connector plates, springs, paper covering contacts. If you get lines it could also be the fuser (hot thing) - needs replacing. Everything depends on how the copy looks like, I would have to see it. Hope this is helpful somehow ;-)
