If you got a parts manual for your Kenmore the Illustrated Parts breakdown will usually show how to access the hardware.
(I would think you have to remove the inside shelf assembly to get access to screws).
How ever search the web for your kenmore model number, alot of places sell replacement parts and you can get an idea how to replace by looking at the sequence of "IPB", shown at some of these web sites.

and water dispensers are convenient to have on your refrigerator, but
can also cause a lot of aggravation if they are not functioning
If your water valves are not defective and you are still
experiencing water or ice delays, you may have a clog in your
refrigerator hose line. Instructions and material needed to fix it up.

line to soak up any residual water that leaks from the hose when you

water dispenser, you will need to disassemble the dispenser on the
front of the freezer in order to completely remove the water hose.

the front dispensor panel can be removed by lookin under the panel you see too little spaces in which ti insert a screw driver,by pushing down on the top, you cantwist the screwdriver in the opening eleasing the tabs, and simply lifting off the top tabs, dependingon model you may need to un plug a wire or 2.. the tubing should be able to be removed be releasing the connector undeer the door and simply refeeding the new hose back into unit

You should be able to replace this part yourself. Follow these steps to replace the water actuator:
Unplug the refrigerator to completely disconnect electrical power. Turn off the water supply to the refrigerator.
Remove the drip tray (Key 23 in the image below) from the bottom of the dispenser.
the screws (Key 43) from the bottom of the dispenser module cover (Key
4). NOTE: You model may not have screws at the bottom of the dispenser
cover. If not, push down on the top of the dispenser cover and pry out
on the bottom of the cover with a flat tip screw driver to remove it.
Pull to dispenser module cover up to release the top clips and remove this cover and set it aside.
Remove the screws (Key 17) that are on each side of the dispenser module (Key 8).
pull the dispenser module out slightly from the door. It will have
wires attached. Pay attention to how the water tube and the ice door
assembly are positioned. Pull this module out far enough to remove and
replace your water actuator (Key 24).
1. Remove the switch cap and unsnap the two (2) tabs at the bottom of the front cover from the
housing first. Pull the bottom out and lift and the front cover from the housing. (Fig. 27)
2. Remove the two (2) hex-head screws securing the metal control panel cover to the dispenser
housing. This will also free the control bracket from the housing although it will remain tethered
to the freezer door by the wiring harness. (Fig. 28)
3. Disconnect the wiring harness connectors from the terminals
on the switches and light fixture in the control bracket.
Removing the Dispenser Assembly
1. Do the previous three procedures.
2. Remove the eight (8) hex-head screws securing
the dispenser housing to the freezer door. (Fig. 29)
3. Carefully pull the housing from the door.
4. Pull the water supply tube from the top of the dispenser housing.
5. Pull the wiring harness leads from the dispenser housing.
6. Disconnect the wiring harness connectors to the electric
foil heater that should get you in there
