The windsield wipers went out while it was raining, it makes a noise but wont move is it a fuse or the motor problem?
First i would check for a broken linkage (because of the noise you hear) if the motor is running then it may just be a linkage came loose or broke, check this by removing the wiper arms and removing the panel that covers the links, if the motor is not running, check for voltage at the motor, 12 volts present means replace the motor, 0 volts present means check fuses, relays, switches, and wiring.
It sounds like the wiper linkage has come loose. Need to remove cowling just below windshield to inspect.

IF YOU LOOK DOWN WHERE THE WIPER ARMS COME THRU THE HOOD YOU SHOULD BE ABLE TO SEE IF THE MOTOR IS TURNING IF SO THE MAIN ARM HAS COME OFF AND IS QUITE A JOB TO PUT BACK
