Seem like the compressor is not working ve...

clean coils front and back....clean drain oil fan motor...take cover off relay...clean plugs and pins( from oxide)...if it starts hard get a hard start kit

Assuming this is the A/C compressor, right? The compressor will be hot to the touch, the question is whether or not it is engagining when turned on, Check to see if the compressor clutch iis working by having someone turn it on and off while listebibg an observing the compressor clutch. Low refrigerant would or should orevent compressor operation to protect the compressorthrough a safety switch. Good luck
