May be this is a problem of your Graphics Drivers. Try to have your Graphics Drivers updated. You can get your all updated drivers from this link. Please select your correct Operating System (XP/Vista/7) to have all the drivers that support your Laptop model. To have the Video Drivers click on Video in the given link.
change your vga setting and monitor setting by right clicking on desktop
try using your monitor different htz setting in advance tab and monitor setting
It is the problem of monitor pcb in vertical section.check vertical ic for dry soldring. Resolder the ic if problem still on then change ic or check components related ith it. check continuity of vertical deflection coil.
