To fix this issue you are required to download Norton Removal Tool ,once you run this aplication it will remove all registry entries and aplication from norton

Norton Anti-Virus 2008 was made to not be uninstalled. It had integrated itself into your system files preventing Windows Installer from removing the anti-virus machine. Symantec has made this tool available to remove the product. However believe me when I say traces of Norton will remain until the hard-drive is reformatted.

You can use the Nortan removal tool available from the Symantec :

Download & remove the norton 2007.

This tool can be used to remove all versions of Norton.

First you should shut down all the services of Norton before trying to remove it.

Restart the system.

Now you are good to go.
