I HAD THE SAME PROBLEM AND FOUND THAT DOWN UNDER THE METAL TRIANGULAR STRAINER IS THE PORT
TO THE WATER PUMP. FOOD AND PAPER GOT PAST THE
STRAINER AND COVERED OVER THE INLET PORT TO THE
PUMP. IT IS A SMALL HOLE ABOUT 1 INCH IN DIAMETER
MOLDED INTO THE SUMP AREA ON THE RIGHT UNDER
THE METAL STRAINER, THIS REDUCED THE WATER PRESSURE THAT THE PUMP PUT OUT SO THE WASH ARM
DIDN'T TURN.

I had the same problem.
I open it up.
On the right hand side there is a small gray box with wires connected to it. i think it the pump. i opened it up and used a trukey base thingama jig and flushed it out about 4 times. i also opened up the spray arm and flushed it also. After I pluged everything up water etc and kept on moving the arm in the gray box. The dishwasher is working now.

The spray arm is controlled by the force of the water. There is no motor running the spray arm. If water is not getting to the spray arm, then it won't spin. It may be plugged with detergent etc. Just a note re. detergent. You shouldn't use hard or caked detergents.
