Check the RAM. Take it out and reseat. also see if it runs good in safe mode. if so then you need new video drivers.

Pc keeps freezing when not in use and requires complete reset to restart

It is most likely the sleep options. I would open your control panel search for power options. Make sure you turn off Sleep and Hibernation.

Dell Inspiron 530s Desktop fan motor keeps running

It\'s NOT the fan. Check the power save settings on the computer ITSELF. Check your BIOS settings as well. Inspirons ALL do the same thing with waking up.

Desktop keeps switching off as if sleeping

If you have a sleep button on your keyboard, be sure that it is not stuck. Otherwise, go inside your computer to settings. Check to see if someone has programmed it to sleep at certain times, or "shut down".

My hp2009m monitor goes into sleep mode

Monitors are programmed to go to sleep when there is no input. If you shut it down on the other "tower" also it will do the same. You need to physically hit the power button on the monitor to actually shut it off.

Delay in Monitor display once the system goes in sleep mode

Instead of sleep mode, tyr hibernate. It is generally faster except the whole computer shuts down. When you power back up, you're exactly where you were. Mine takes about 30 seconds.
