32Pw 6517/05 chassis SL01.E (philips) no standby lights, nothi

When Turned on, the screen would have a lot of vertical coloured line,
all mixed together, then after a minute or two would work normal.
but on the right side of screen it would 'wave' a little, like a flag moving in the breeze, just on the edge of picture. then the other day it just stopped
while it was on. now when you switch it on.. nothing at all, no standby lights, just dead, like it's not pluged in. i've checked the fuses inside tv and out(the plug).. OK.... no sign of burning or singging anywhere.
240v are getting to the PCB, I've checked, both sides, before switch and after.. I've discharged the Tube... any idea's?
