Question about Soltek SL-86SPE2 Motherboard

My computer won't start?!

I have a Soltek SL-86SPE-L Motherboard which has a red LED on the board itself that lights up when the power supply is switched on but the computer wont start when I hit the power button.
I have tried swapping out the power supply and power switch and these both work OK. All components (AGP graphics card, sound card, modem, DVD drive, memory and hard drive) all work on my other(new) motherboard.

So I have decided that its a motherboard problem, this was expensively confirmed by a PC repair shop ($400 inc. new mobo).

My real problem is why the mobo's red LED still lights up but the computer won't? And to whom do I turn to in order to fix my motherboard?
All of the capacitors look OK to me (not domed or worse).
My only lead is a slightly louder static crack from my PC speakers on the last shutdown.
I gather that something got fried but I don't know where to look and is it even worth looking at all??

More of a technical problem I know but you probably know more than I!

Any advice would be much appreciated.

Well if ytou were already using ur PC then may be the last time ur PC was improperly shutdown. this can cause many mail functions.
now 1st thing to do is remove all the hardware and just leave the Processor, Memory & Graphic card if Any. then start the PC if its power on then Motherboard is OK if wont then Dis Assemble all The parts and then assemble again and try as mention above if it still wont work then may b ur chipset of the board friedd out that you cant visually say its fried.

Maximum you may go upto 2.4 GHZ. [p4]. Not dula core etc.

If I could find your manual, I would bet that your memory should be CL2 or a max of CL2.5 which is the core voltage of the memory.
A lot of places do not show the CAS or CL voltage, rather they make you look for it. Thats just wrong.

its most probably a problem with the windows installation itself, u can either reinstall the windows or there's a better solution but its kinda hard: you have to keep clicking the F8 button when u start your pc, a list will appear, so choose "safe mode" and not any other option, after the windows start you will find a screen asking u if u want to contine in safe mode or if u want to restore system to a previous point, if u click "no" u'll start the system restoration program from which u choose the last time ur windows was working properly and click "restore system to this point" and after that the system will start the restoration procedure and after the restart u'll see if it worked or not, if it didn't then installing a new windows is the only option since there isn't any connection between the motherboard or hardware with the operationg system except if the motherboard doesn't support this operating system.

Generally an FF code means either a dead board or a dead motherboard... =/

Although you may not have changed anything, motherboards can die for the strangest of reasons, and in my personal experience, this is what this means.
