motherboard type p4mfm--ok

hardisk ide 40 g ok
vga ok
installer cd ok
when i insert cd, and press any key to boot from cd -rom, prepares for the initialization setup it stops there!! ...someone help! what should be the problem?
first i would check the disk to see if there is any dirt or finger prints on it .. i usually wash them with liquid dish washing soap and cool water ..then handle it by the edge ... CDs can be pretty dirty and still work for music because they use an elaborate error correction system .. you can have thousands of errors and it will still sound fine .. data, like your instalation disk also has some error correction but you have to end up with a perfect result ... a little glitch in music may not even be noticed but on a data disk an uncorrected glitch could cause lots of trouble .. you could have a bad disk .. you could check it on another computer but of course dont let it install.
if the disk is good and you are still having trouble then you might reset CMOS to either safe values or optimized values .. if you dont know how to do that you can repost ..

My PC won't start on its own when cold. When I press the ''ON'' button, the power supply will turn on, the fans and hard drives will turn over, and the hard drive light will light for about one second. Then everything goes dead, as if I turned the power supply switch off, except the power light stays on. I have found that blowing hot air from a hair dryer into the back of the power supply for about 10 seconds before pressing the ''ON'' button is all that's necessary for a normal start, but I'm tired of having to do this. I operate the computer in a room that is non-humid, and about 67 degrees F. I'm on my second power supply, which is an Antec Neo HE550 (550 Watts). With the previous power supply, the PC behaved in the same way, only it didn't take a hair dryer to start. With the old power supply, it only took a two or three presses of the ''ON'' button before the PC finally started. My motherboard is an Intel D865PERL, and I'm operating with Windows XP, two hard drives, one floppy drive and one DVD ROM drive. I have a volt meter and have measured the 5 and 12 Volt levels on the power supply. They are right on the money. Is there a temperature sensor somewhere in the power supply or on the motherboard that shuts everything down when it senses the air is ''too cold'' for the PC to operate?

When powering on a HP dc5000 MT no fans (cooling, CPU) are running except for fan on PS. The power indicator simply blinks red 5 times and then quits for a moment and then repeats. MB has power as indicated by it's light.
