Water delivery and ice production

frig samsung RS277A water and ice started slowing about 3 weeks after we bought it. we changed the filter for trouble shooting purpose. the water and ice began to work normal. about the same time the same problem occured. i disconnected the water from the frig to check the flow. flow was good but discovered the water tap was on the HOT water line. i understand that this was common where we live in the time our home was built. i changed it to the cold water and by-passed the filter. the flow was normal again. now the water taste different (worse) than fromn the tap and the ice is slow and about half of it is in pieces when it is ejected. i am frustrated and dont know what to do next.
