It seems like this dryer need new dryer motor
In order to be sure ,take belt off and try to start dryer ,if dryer still humms it is motor problem for sure,
If you pull the starter rope, does the engine turn over OK? If it does, then the starter needs to be replaced... or if it's 12V, the battery may be dead.
If you can't pull the starter rope, either, then either the engine is seized or something is obstructing the mechanism - branches? Rocks? A rat's nest?
Typically washing machines have a swtich in them that is pressure actuated, has a tube that goes up the cavity ( inside the outer tub ) and uses the water height to determine to shut off the water. If this hose is broken or something is plugged in it, it could think that it already has water or that its not filling at all (as long as its already started the water). Other wise I would make sure the washer knows the door is latched with some sort of indicator, because if the machine thinks the door is still open it will not fill.
You either have something in the blower wheel (maybe fell down thru the lint screen area) or a bad motor . Here in the outskirts of Dallas , we've found snakes which have crawled in thru the vent hose , caught in the blower causing the same....just a hum but no start .
i assume that's a top load and not a front load as pictured..ck wiring connections to motor try turning coupler between motor and gearcase by hand if locked remove pump(2 clamps from motor) try again if turns free clean pump if not gearcase ..if turns free with pump attached and wires look ok suspect timer
