When was the last time you left the watch out to charge? EcoDrive watches are basically daylight powered. It can also use light bulb light to charge as well. My first suggestion would be to place it face up somewhere where it will get plenty of sunshine and leave it to recharge. It might take 3 or 4 days if it has gone totally flat but it will cost you nothing to do this. If this doesn't work I would recommend taking it to a good Citizen dealer and see if the watch can be serviced. If you have pulled the crown too hard you could have damaged inside the watch.
A built in feature on some Citizen watches is the '2 second tick'. If the charge is low the second hand will jump 2 seconds at a time instead of one. When recharged it goes back to normal.
There may come a time when your watch batery discharges to a point that the watch halts operation. Do not worry this problem can be easily fixed if you place your watch in sunlight for an extended period of time. Just remember that the watch must not get too hot.
To determine the exact model and specifications of your Citizen
Eco-Drive, flip the watch to the reverse. On the case back will be
extensive information about your timepiece. You're looking for the
"movement caliber," a four-character combination of letters and numbers,
separated from the seven-digit "case number" by a hyphen.

Hi, This watch is Calibre C651, same as Model #JR3090-58M (Promaster Air Collection - Blue Angels Skyhawk). C651 is not available on Citizen website, but you can use Calibre C650 instructions. Download PDF manual and follow instructions on page 3. They are pretty detailed, so take your time, and you should be successful. If you don't have the manual, Try this link: http://www.citizenwatches.com.au/instruction-manuals
Take the four-digit Calibre number (C651 or C650 in this case) from the back of the watch, enter it, and download a PDF of your watch setting-instructions/manual.

Since it's eco-drive you can just wear it for a few hours and it should self-wind. The problem is that when it sits still for more than a few days it winds down. It gets its power from the natural movement of your wrist as you walk around.
Once it starts ticking again you'll just have to set the time correctly.
