The answer depends on why these files are missing.

Can you boot the computer at all or into safe mode?

If so you could run the "System Restore Wizard" and restore your system to a point before this problem happened. You can find the system restore wizard in the windows help.

This should fix the problem if has been caused by a virus or an accidental file deletion but if your disk had bad blocks or something then it might need replacing.

If this does not solve the problem tell us more about the exact error message and when it occurs.

Add Remove Programs list is blank -- Windows 2000

Usually It happens due to some virus activity or any corruption in system files. So when you go to Add Remove Programmes, It shows nothing but a blank space.

· To resolve this issue with Internet Explorer 6.0 installed, repair Internet Explorer 6.0:
Click Start, and then click Run.
Paste the following command in the Open box, and then click OK:
rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"
Because this command is case sensitive, you should copy the command, and then paste the command in the Open box.
· To resolve this issue with Internet Explorer 5.0 or 5.5 installed, repair Internet Explorer 5.0 or 5.5:
Click Start, and then click Run.
Paste the following command in the Open box, and then click OK:

Rundll32.exe errors typically occur in response to the inability of Windows to access an application, program or file as the result of a corrupted or missing DLL (Dynamic Link Library) file or in response to a rundll32.exe virus that has been designed to look like a normal Windows process.

Here are the easiest ways to fix rundll32.exe errors.
Click "Ctrl + Alt + Delete" on your computer's keyboard to open the Task Manager window.

Click the "Processes" tab and search for a rundll32.exe program.
If one is running and appears to be accessing a lot of your system's resources, click "End Process" as it is likely a malicious program and not a true Windows program.

Dll errors on yahoo messenger when i sign in there be a warning said dll error occured

Check if you find a copy of rundll32.exe in the folder C:\windows\system32\dllcache or in C:\windows\ServicePackFiles\i386. If this is the case, go ahead and copy rundll32.exe to the system folder C:\windows\system32
If you don't find a copy on your system, you can try to find the file on your windows installation disks. Lastly, you could simply re-install windows. However, this would be very time-consuming and you might lose all your data. So this would be the last resort.

Trojans wont go away. Hijackthis SCAN help

I am of the mind to do a complete reinstall of the operating system including flash the BIOS even if it is the same version. I worked many hours tracking down and thinking you found every part of the problem on to hit an .EXE and it all starts over again....I just clean out everything and start fresh.
If you tell us what make and model of computer along with the operating system it is we can direct you to the drivers for the reinstall. Some off those programs - for example AOL seem to be virus magnets. (if it is a dell it is really simple if you just put in your service code- it give you your particular driver of your computer.)
That is what I would do...Or you can keep hunting.
