This problem may be attributed to a defective cold water solenoid on the water inlet valve. The following link explains how to access and/or replace:

You can attempt to clean the valve by removing it and allowing it to soak in a 50/50 solution of distilled vinegar and water. Submerse the valve fittings in the solution and allow to soak for 30 minutes. Do not get the electrical contacts wet, however. Rinse with clean water. Make sure you also check the ends of the fill hoses as well. Many of them have restrictor screens that can also become clogged.
