There are 2 basic fans in Dell tower one for the power supply and the other for the Processor. If your computer is not booting then the Processor fan is most likely to be the culprit. What could be happening is that the Processor fan is no longer turning fast enough to cool the processor, so normal the processor when it over heats there is either protection to switch off the computer automatically or the computer won't boot. The best thing is to change the fan and make sure it is working properly but checking on the cables that they won't entangle on top of the fan to impede it's movement. You can easily damage your processor if the fan is not working properly.
insert the adapter and check whether system is shutting off if still shutting off you need to check the processor fan whether the processor fan is working you feel air flowing through the ventilation if the processor fan is not working you will have to change the processor fan if the processor fan is working and still the system is shutting down you will have to check the memory for and fault remove the memory and insert them by tilting the notebook and opening the memory compartment
first switch of the computer remove the side covers then switch on the computer and see whether the computer fan is spinning if spinning then remove the memory card from the memory slot clean it with a cloth insert them to the slot and switch on the computer if still not working remove the processor fan
and clan the processor fan and the processor with a clean cloth and paste a thin layer of heat sink solvent on the processor and place the fan tightly on the processor if still not working change the processor which is suitable for the socket and see whether its working
you can cut the processor fan ,then put any small size 12V exahsting fan in that place.and stick it with the help of glue.you can put the power supplies as mentioned below:
Yellow color wire = 12V
Black color wire = Ground.

your fan may have quit working if that is the case you need to replace it ASAP befor your processor over heats and fails if that happens no mre processor
make sure processor fan is working fine. you may hear the sound of fan on the left side of the laptop. and make sure its not getting heat soon. If the fan is not working you need to replace the fan. If if gets heat soon that means you have to put processor cooling paste.IF the fan is working fine and the processor heat is normal, then you need to re-fix the RAM. Then it will work fine..ok
It sounds like your CPU fan is slowing down with age and thus triggering your motherboards warning 'slow fan' alarm, while it may just need a good clean (remove dust/grime) it may prove much easier to simply replace the whole fan anyway...
chances are the fan of either your processor or power supply is bad. it could also be possible that an accumulated dust could be blocking the processor fan from reaching your processor. try using a compressed air can to clean all ventilation and check whether the fan is functioning. if one of the fan in not working replace it immediately because it may damage your processor
