Greetings all, I have an Nvidia geforce 5600 256MB AGP video card, combined w/ an AOC 20" LCD monitor, monitor is set at either 1220x768 or 1600x900. I purchased the 5600 hoping to resolve an issue w/...

Both your video card are extremely old and weak. If you try to view HD movies you will surely get pixellation since the card is too weak to process the huge amount of data in the video file. You really must get something much better, something like

This one is about 6 generation above what you have now.
This is something cheaper, just 5 generations above

A generic question about a video card - I currently have a nvidia fx5200 (I think that's it) 256MB memory on the card and I installed a fan cooler for it. I just bought a 20" lcd Monitor, but when...

Viewing movies on a computer is not really just based on how big is the video card RAM. Try watching a high resolution movie or from an original DVD. It should not pixillate as long as the file is supported and the your monitor can project clearly 256RAM is sufficient.
But if your a gamer and want a higher resolution, that is the only time you'll need not just the RAM but also the speed. If your looking for an upgrade and your not doing multitasking on you computer you should settle on 256 to 512MB but with a faster RAM DDR5.

Mine wont play anything a DVD it recorded it wont let me finalize

Today with HD High Definition TV these kind of problems appears because the new dvd players have more video resolution options, so, for playing all variety of dvd, and home done dvs,s (like family movies on dvd) you need set up your resolution video on your DVD player at 480i or 480p option, not higher because some DVD movies (mainly oldies) have lower resolution than newer , for example new movies on HD format have 1080 P resolution, and if you have this option chosen in your DVD player you only can see this kind of videos, on the other hand if you have chosen 480i or 480 p on your dvd player , you can play all dvd formats including home movies made with any movie software, in this way you can play dvd-r and +r movies and of cours you can play HD movies also. So put some dvd where your dvd player works well (you need see the dvd menu in the tv screen), then press stop. Then press setup in your remote control, go to video resolution and choose 480 I or 480p, then press ok AND ENJOY THE MOVIE.
