I purchased a used receiver that had not been deregistered. I tried using it on my original phone and it did not work. It seems that I cannot deregister the newly purchased receiver unless I had the base that came with it.

Here's what you do:
pull the battery
hold down * and # while reinserting battery
wait for beep
hit rightmost soft button (keys at top under the lcd screen)
