Problem for AT&T High Speed DSL Modem

My modem will not come on. All of the wires are plugged in, but no lights will come on. It is plugged into the power source and it is on, but the modem isn't working. We had an electrical outage last night. Is it possible that it ruined my modem? It WAS plugged into a surge protector.

If you have a multimeter, put it onto the DC voltage setting. Pull the plug out of the back of modem, and put one probe on the outside of the plug and one on the inside. If the multimeter reads a voltage somewhere between 6 and 15 volts, your modem is hooped. If it reads below 5 volts, you need a new power supply (plug).
