It could be multiple things the only way you can tell is listening to the engine from what you have told me my guess is either
1 the piston rings are shot where the seal of the rings isnt 100%
2 the carberetter isnt tuned properly
3 and this is the thing i recommend doing first......change the spark plugs because that is in most cases the cause of this

hi, i think i might be able to help, but have you made any modifications to the bike, maybe changed the pipes or something with the carbs, it sounds like you might need to change the slow speed jet (idle jet) if you did make any changes, if not you might have to give the carbs a good cleaning... easpecially all the jets and ports since they might be clogged. let me know if it helped... hope it did.
