My laptop shut down and wont start up any...

The new battery stays on the shelves for quite some time and probably discharged. Does you ac adaptor work? Make sure it does, charge it up first a bit then start it. If you have voltmeter, you can measure its output which should be around 19 volts. Sometimes the connection to the laptop also gets loose after a while, but make sure the ac adapter has power to it.
