There is a possibility that the water pump is bad or is clogged. How old is your unit? If it is still under warranty, see about getting a service person over to look at it. If it isn't under warranty consult your user's manual about getting to the waterpump to see if it is clogged or even working.

I have a Frigidaire FDB1050RECO when the wash cycle is started it whines and seems to not be getting water, I can hear solenoid working and water flowing through but dishes do not get clean
