Yes, you can use it, but it will reset your computer to the day it left the factory, which means all documents and installed programs are gone.
So - this should be your last option.

The Setup will delete all major system files and then replace them with new copies. After you've done this, you will have to download all updates from Microsoft Windows Update again because it replaces the files.
It will not delete any of your documents and the user data is still intact.

No you can't recover a system using another recovery partition from another computer as the internal components maybe different.
Have you tried to go into the BIOS and resetting the boot order?
If you have not then to get into the BIOS either hit Esc or Del as the computer starts up, enter the BIOS and look for Boot or Boot Options and set the hard drive as the first boot device, hit F10, save the changes and exit.
The computer will restart and hopefully boot from the HDD.
If you have done all this and the HDD is set to boot first then the operating system is corrupt and you will need to recover the system.
