Kodak V1253 lense won't close

kodak V1253 lense won't close. It is officially stuck in the on position. When I try to turn it on, the blue light comes on & it makes a noise like it's gonna come on but automatically shuts off and I'm stuck w/ the lense open.

Use the vacuum cleaner to suckout the dust/sand particles stuck between the lens casing and the body.
