Check engine oil level first for proper level. If it has oil in it PULL SPARK PLUG WIRE OFF SPARK PLUG IF MORE THAN A SINGLE CYLINDER PULL ALL PLUG WIRES OFF. Put unit on its side and grab the blade and see if you can move it in either direction or if the engine is locked up.
To adjust the Governor will require the use of an tachometer. The speed is set from 3200 to 3600 rpm's by bending the tab where the spring attaches. We set the rpm's to 3350. This is a safe operating rang. Good Luck. Thanks; George'

Might be just a loose head, Check that first, are the bolts tight? If loose I would clean head and install new head gasket and torque to specs. (In inch pounds).

I was ‘gifted’ with a non-working Cub Cadet 18M mower a few
weeks (July 09) ago bya neighbor. The mower was purchased in the Summer of 2007
and exhibited the same problem as yours (started briefly and then died) in late
2008 and was then abandoned in the weather until it was given to me.

The carburetor is held against the ‘intake’ side of the
cylinder head by two threaded studs via a gasket, a stamped sheet-metal heat
shield (approximately 3.5 x 5.75 inches), a short black plastic manifold, and
another gasket. The heat shield tends to
vibrate in resonance with the engine vibration; this vibration eroded the
gasket between the heat shield and the carburetor mounting flange to allow ambient air
to enter into the gas/air flow into the intake side of the engine. This extra air “leaned-out” the gas/air
mixture causing the engine to die.

I disassembled the components and removed and discarded the
heat shield and its gasket and made a new gasket out of oil-wetted index-card
stock. The machine now starts on the
first pull and runs well.
