Try one monitor at a time, if you get nothing, reseat the card, if you get nothing try another port like display port or hdmi. If you get nothing take the card out and try the onboard graphics. IF you get something with the onboard, replace the card.
The drivers may need to be re-installed. The drivers for the VGA and the HDMI are different as the HDMI also does the High Def audio. Look on the ATI site for the "Catalyst Suite" for your card. then just follow the instructions. It allows you to set up the ports individually. I hope this helps.
Hopefully you are getting your latest graphics driver and Catalyst Control from AMD. If you know how to do a custom uninstall of VGA and Catalyst, then a custom install of VGA and Catalyst; http://support.amd.com/us/Pages/AMDSupportHub.aspx You should really try to limit switching the cables and definately do your switching with system off or you will mess up your resolution. If you can use your existing HDMI cable for your PS3, you can get an ATI HDMI to DVI adaptor and you will get the sound also out of your DVI output. The connector is $5.00 and you will need an additional HDMI cable. This will be your best bet especially if you have more than 1 HDMI input on your tv. I recommend that try to download the updated driver for the Video Card because I've encountered that kind of problem with my Sapphire ATI Radeon 6870, I've just downloaded the updated driver through the ATI website.
When windows 7 was released, ATI made the brilliant decision to stop making drivers for older cards like yours, calling them "legacy devices":
"Using the ATI Catalyst Windows Vista driver under Windows 7 is not officially supported by AMD, and as such AMD will not provide any form of customer support for users running in this configuration"

If you are using HDMI, you might be able to check for newer HDMI drivers from inside the Catalyst Control Center once it is installed.

m ake sure the jacks at the back is set correctly, from the tuner car auido out to the line in on the motherboard sound then make sur the aux cable is inside the case also fro the card to the motherboard mail me if any other questions, [email protected]
Not put down your video card though x1650 is not a "screamer" in todays standards, I'm running a 3870OC myself because it was cheaper than to buy the latest and greatest. You would be able to retain the already installed drivers. It all depends on your budget. On another note try lowering your colors and changing the monitors frequency. I hope this helps.
Connect the second monitor to the blue VGA port. Download catalyst control center from the below link and install it. Using catalyst control center, you can configure dual monitor. You may need to check 'force tv detection' setting in catalyst control center.
this is driver bug in the catalyst drivers take a look at amd's site and try and download the lastest drivers for your gpu, u could also update directx from microsoft........should sort this out for you
