Blower fan is seized and not working. Can I repair it or should I have to buy for $43.29?

If the blower motor is siezed up, then you need to replace the motor.
You can have new bearings put in it, but by the time you get thru it will cost you about the same as a new motor and you won't have any warranty on the old motor, you will have at least a one year warranty on the new one.
