It sounds like when it was assymbled that the cord wasnt routed through the holes of the plastic disk right to avoid it being pulled out. If you attempt to fix it yourself its no easy task, the entire casing needs unbolted and seperated. You need to make sure you DONT pull the recoil bands out,and there is a proper procedure of the cord routing and tying. This is a pretty advance repaire for a novice.

Sounds like the starter dogs are broken. They are little plastic teeth that engage to turn the engine when you pull the cord. You'll need to replace the whole starter assembly to fix this.

How do you change the pull rope on a poulan 31cc gas trimmer

You have to take the unit apart. Seperate the shaft from the engine. Then take the engine off the back side. This will allow access to the starter spool, where the rope goes. If you get that far, be careful when you wind the spring. Good luck...Lee

Poulan starter rope

to fix starter rope first you must wind spring and place back in housing. just grab spring by middle and wind ,you will have to get it smaller than housing hole. One end should hook to a tab at housing rest of it sets inside itself. once set in housing dont let go, insert rope housing over top & screw in. rope housing should have some return spring to it when pulled. if rope is not tight on return pull simply add one winding to spool. hope it helps!
