It means when you mention a tweet instead of posting a screenshot of tweet you grab a small copy of code from Twitter and paste it on your blog. This will make that tweet appear in your blog post. A couple of times it had happened to me that sending the dm to someone went as a reply to them openly in the timeline. So the option of sending it as said above is the best.

Hit the reply button under the trash can next to the specific tweet that you want to respond to and Twitter will automatically populate the text field with the user's screenname so you can reply.
