The screen is blank white and the back light keeps flashing

i ordered a brand new palm treo 680 online and i just received the phone in the mail yesterday. as soon as i turn the phone on, the screen is blank white, the red indicator light is on, and no matter how long i charge it for, nothing appears on the screen and the red light indicator still appears. Also, the back light keeps flashing on and off. i cant figure out how to restart the phone or make anything else appear. please help me solve this problem
