Hi! I just installed PCD_WIN v2.0 on my Vista laptop, and using a TARGUS PA075U port replicator I was able to both run the software and connect to the machine.
One has to be careful about a couple of things:
1) Ensure the new hardware runs on your machine. You don't even need drivers. Vista detects the hardware correctly and makes them available.
2) In PCD_WIN, the first thing one should do is configure the software to work with your machine. In my case, I chose the 7570, which is the one I have, and then I had to choose "low" communication speed for it to work.
There's a posting in this section where other serial to USB adaptors are recommended as compatible with Vista, but they are expensive. I have used two TARGUS port replicators, the PA090 and the PA075U, and both work for me, and they only cost about $20.
By the way, both devices gave me a serial port COM4, so set your software to use that com port.
Caveat: You may only find these port replicators at clearance computer/electronics stores or at eBay, since these are older devices. Newer ones may work but may cost more, from this same manufacturer.

Let me guess.... Your laptop does not have a printer port at the back, and using an external Port Replicator does not help, since it does not actually have the required physical port and IRQ the software requires in order to work.
If this is your case, the only available solution would be to install the software on an older laptop that DOES have a printer port and connect it directly to it.
If I remember correctly, I could never connect my 7570 to the laptop with a port replicator for this reason.
