It sound to me that you have put the battery on the wrong way round.
Check that it is connected the correctly.

this hydrostat drive tractor is designed to max at 5.5 mph forward, 2.5 in reverse, check linkage at pedal if you dont think your achieving those speeds

This is called "surgung" or some people say "hunting". The carburetor needs to be serviced. Basically, you may have clogged ports or the tiny holes that disperse the fuel to the sections of the carburetor are clogged... so when your engine demands more fuel and oxygen it's not getting the proper ratio.
Visit you tube and search how to clean/ service a 4 cycle carburetor
