Printer listed as offline. Signal gets to the printer but the printer will not print. The indicator light is blinking but nothing happens.

Can't get printer to print. Was low on cartridge 21, replaced but will not run. Can't get it to run a test or any even when sent to printer. It shows it is at the printer but won't run
