I have an LG Fuzzy Logic top loader. If I try and soak washing and then wash it just keeps draining the water out, while new water is pouring in. I then have to take out the washing-wet and all and then start everything again, but this means I can't soak overnight!
If it's really as you described, when draining at the same time filling up, then it's a problem in the main control board. You'll need some electronics knowledge to repair it, or just replace the main board

No need to change PCB board, Just clean and put the plunger valve may be the valve is old. its a rubber valve so we need to change every one year thats better to avoid problems.
