I can't get the 2 screws off so that I can clean the fan. There is one on top and one on the bottom. What kind of tool should I use?

I cannot remove the grill to clean... i removed the screws from the back but it still will not open... seems like the top and bottom are held on with a screw which requires an Allen Wrench type device but I cannot seem to find one that fits or that does the job correctly

Honeywell 810 fan begins to turn with a jolt, then spins very slowly, with labored sounds from motor. Have cleared dust and fibers from motor shaft, but no cigar. IS this a motor problem? Can a housewife fix it?
