I have a Lincoln Impinger 1132 (Electric) that doesn't heat. When you plug it in the blower motor is running but never shuts off. Even after 20 Min. When you flip the switches, all the digital readouts come on but the heat light won't kick on and no heat produced. Also, the conveyor does work fine.

You could also check that the fingers are properly fitted in place at the point where thy join oven and the glass window is closed. make sure that all the elements are working well
is your blower working? if the blower is working it sounds like the sensor may be going out(or Out)! which is bascally the safety so the unit does not burn all other components up thats why it is needing to cool down to restart. check your fuses first make sure none of them are blown and only replace with the recommended size not just what is in there. Then work it from there you can hear the blower kick on and off like a torpedo heater on construction sites or like what you might have in a garage.
