I DON'T KNOW. I HAVE NOT SEEN A WASHER WITH A FUSE. IF YOUR ELECTRICAL OUTLET IS A 'GFI' STYLE,IT WILL HAVE A RESET ON THE FRONT. IF AFTER YOU RESOLVE YOUR PROBLEM, CONSIDER INSTALLING A 'GFI' RECEPTICAL FOR YOUR WASHER.
PLEASE TEST THE ELECTRICAL OUTLET TO SEE IF IT IS WORKING. IF NOT, CHECK THE MAIN PANEL FOR FUSE OR CIRCUIT BREAKER. BE VERY CAREFUL WHEN WORKING WITH ELECTRICITY.
ALWAYS SHUT OFF THE MAIL HOUSE PANEL BEFORE
TAKING THE COVER OFF ANY ELECTRICAL BOXES.

SOURCE: draining extra water

Cut off the zip tie that holds the drain tube. Bring the drain tube as close to the ground as possible and siphon out the water - yes, that means sucking on that hose. Have a bowl handy to collect the water, or do it somewhere you don't mind getting wet. Just keep the end of the hose lower than the basin of water and you should have no problems.

SOURCE: Haier Top Load Washer doesn't spin

Hi
There can be two possibilities, one if it has a belt, it is either stretched or slipping or if it doesnt have a belt then there is a clutch like device between the motor and the basket, which is either broke or cracked.
Or follow this easy steps...
Unplug the washer and turn off the water faucets.
Disconnect the water hoses and the drain hose and pull the washer away from the wall, leaving yourself enough room to work behind the appliance.
Lay an old towel down to kneel on and soak up any water that leaks from the hoses.
Remove the rear access panel.
Locate the motor. The rubber drive belt goes around a pulley wheel attached to the motor.
Press on the belt. If it gives more than ¾ inch or so, it needs to be tightened.
Loosen the mounting nut for the motor and push the entire motor to increase the tension on the belt.
Hold the motor in place and tighten the mounting nut.
Make sure you don't tighten the belt too much or it will break. You should be able to press on it and feel it give just slightly.
Replace the drive belt if it shows signs of wear.

Thanks for contacting fixya.com

Testimonial: "Thanks! I guess you're right. The belt seems to be too loose and shows signs of wearing. Already ordered new one. Thanks again!"

SOURCE: Haier HLP021 Top Load Washer does not spin ?

It appears your coupling or drive belt has failed in this instance.

For replacement parts - head on over to PartSelect.com or RepairClinic.com and enter in your full model number for a full parts listing.
I recommend both sites because ...

FixYa has no affiliation with either site - I have been using and recommending them for years - trouble free.

PartSelect has a great schematic database for locating the part on your unit and great "testimonials" for each part that often times includes HOW-TO information.
RepairClinic has pictures of each part they sell and also a great how-to and troubleshooting for basic repairs.

If your unit has never been serviced - there should still be an original service manual enclosed in plastic taped to the inside of the shell.
In the service manual are Error codes, maintenance procedures, and troubleshooting steps you can follow.

Anything too complicated or beyond your scope should be handled by a professional.

If you think you want to tackle the repair - and have gotten stuck on a step - reply to your question and I will be glad to help you out.

Thanks for using FixYa - a 4 THUMBS rating is appreciated for answering your FREE question

How do i locate my washer safety lid switch on model haier hlp23e?

slide the tape covered screw driver or plastic spakle knife to pop off the lid, from the two clips in the front. Once that opens pop off the back and under the main washer deliver, you can see the door closed switch.

My Haier HLP21E top load washer is only one month old, and there is some leaking from under the machine.

Check the hose clamps on the bottom. Sometimes the clamps are not all the way on or tight enough. I saw one that did the same thing.

EDIT: one of the mounting screws on the bottom of the tub will create a "tear" (or another word that rhymes with track) in the tub (Fixya says "The word $@#%^ is considered as profanity on Fixya. Please review your answer and try again").

I used a plastic soldering iron from Harbor Freight and cut a piece of the plastic webbing off the tub to "solder" the hole shut on the tub.

Haier HLP21E 6.6-Lb How do I remove lint filter?

You grab the plastic top and bottom of the filter and kind of pinch it so it pops out.  It's held in by small pegs on both ends.
