Anna, I do not know what a "cordless cell phone" is.
If you mean a cell phone, it is on a Network, such as AT&T or Verizon.
"Roaming" usually means you are outside of the native area of the phone, either far from where you were when you activated the phone, or perhaps you are in a "dead spot" wherever you are currently, such as in a parking garage, out in the deep woods, etc.
Is the cell phone's phone number the exact same Area Code of where you live?
Have you changed Carriers, i.e. from Verizon to (ugh) Sprint?
Have you (or anyone else) changed the SIM card?
Are you making calls from a place that might be blocking the signal from the Cell tower?
Are you in a city or in a rural area.
"Roaming" indicates your phone thinks it is outside the area you subscribed to.
Roaming almost always is more expensive, so find out what is going on.

Call sprint and ask them to flag you for a PRL update. Then dial *2 and it will automatically update.
I checked in the Katana II menu and there is no option to update the PRL
