Could be vertical output IC or capacitors located close around the IC

sounds like vertical retrace lines. The horizontal line fault called so. Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. Lines on screen

If you are concerned with horizontal lines on the TV, you will need to replace the capacitors near and next to the vertical IC. Then inspect the vertical IC for cracked rings on the pins, resolder as necessary. Thanks for asking!

Horizontal lines, they can go away for awhile if we move the TV, but they come back. Most annoying. Can't figure out if there is such a thing as a "horizontal hold" button on this thing, but I...

If your TV has nice thread like horizontal lines on the entire screen, at aboug 1 inch apart or so, it is due to the high screen voltage. In some sets, this voltage may go high due to a defect in screen control adjust preset, integrated to line output transformer [LOT].
You just open your tv and locate the screen adjust control. It can be seen on the above said LOT itself. There will be two adjustable controls, one for adjusting focus voltage, and the other for adjusting the screen voltage.
Dont touch the focus adjuster. The screen adjuster will be at the bottom of the focus control, and both of them have visual markings there stating 'Focus' and 'Screen'.
Just turn the screen adjust control a little, while looking the picture on the screen, and adjust it till the lines on your screen just disappears. Never turn more than this position. The turning must be counterclokwise, not clokwise, as this should shut of your TV.
Take every precautions when we works with an elelctrical equipment. As high as 25,000VDC points are there, while tv is working, you should be very cautious. Do this with confidence. Take care. OK.

Horizontal white lines across top of TV screen

Hi I had the same problem. Broken white lines across the top of the screen. This is called overscan. You need to go into the Setup menu, other settings. 16:9 overscan needs to be on. Hope this helps. It solved our problem.

Toshiba TV CX2789K Horizontal Line

Failure in the vertical deflection amplifier section. This is usualy from failed components, and sometimes cold solder connections. Most of the time, I found bad capacitors, and sometimes the output IC or transistors (depending on the model type) that have failed.

Take the set to a service center for an estimate. You may find it more feasible to buy a new set depending on the parts that failed and the time involved to do the work.

Horizontal lines across the top 2 - 3" of the screen

Sounds like you have some capacitors that are needing to be changed in the vertical circuit. The cost I cannot quote but, it probably won;t be worth the cost as replacement TV's are much cheaper now. Zeniths and other brands for the longest time have used not controls inside the TV, they are technician adjustments through a service menu only.
