no dial tone when you pick up the phone so you cant call out and when someone rings in it rings but when you press the button to answer it the dial tone is there but its ringing still.

phone type. all line work with 2 wires tip and ring so if u have 1 line 1 pair (2wire) 2 line (4wire)your jacks need to be wired that way also..

Is this a system phone?

It sounds as though your set is not programmed with a line appearance. and line preference is not set, this can be set for intercom, or a line or nothing when you pick up the phone. You can do a pick up code to answer until an appearance is programmed on your set.
