Sorry to say that a 260w PSU is the largest PSU you will get for this system as that is all the M/B is safely rated to any higher than that and it may cause a fire or worse. I run a Dell GX270 and this is maxed out on a 260w PSU. This system will only be upgradeable to these specs :
3.2Ghz CPU ( Note they must match existing letters on CPU. 3Gb Ram under XP, 4 Gb under Vista or Win 7. ( Note win 7 will run very slowly ) 256Mb PCI Card or 512Mb AGP (4X or 8X ) 500Gb IDE or SATA HDD DVD Burner max ( Blu-Ray will not work as it is too advanced ).
Even the tower model of these systems only have a 260w PSU max due to limited power rating for the M/B. Tower PSU is able to be swapped out just like any other tower but the fact remains that the M/B is only rated to 260w and if you use a larger PSU it may cause a fire or worse. I hope this helps.
Here I have found the technical specifications for this system, but for informational purposes it is pentium 4 and celeron 478pin intel only. http://support.dell.com/support/edocs/systems/opgx270/en/ug/specs.htm
Before upgrading a video card, it's strongly recommended to check the wattage specification of the power supply unit. If the installed power supply unit can cater the need of the newly installed video card then it can be used normally.
You may refer to the user manual of the Computer to check the wattage specification or the Power supply unit(PSU) or directly open the tower to check for the printed value on the PSU itself.
You'll need to have at least the following specs to run vista comfortable;
1 or 2 Ghz processor
1 or 2 GB RAM
Video : AGP with 256mb or more cache
Yoy might also have to consider changing your power supply.
