Question about Samsung LE40R74BDX 40 in. LCD Television
I have a Samsung LE40 m8 tv used as 2nd computer monitor on a Dell Dimension 9150.
My graphics card specification supports this.
(It's a ATI Radeon X600)
The issue i have is that i cannot run media centre on the the Samsung while running the desktop on the 1st Dell monitor.
When i attempt this, all icons on the Dell monitor flash repeatedly and freezes - cannot control this unless you press control+alt+delete.
I have looked for Monitor Drivers but cannot locate any for this model of Samsung.
Any suggestions or advice wouild be greatly apprecaited,

the picture quality is better on smaller monitor due to higher resolution i.e the image can only be reproduced at a maximum resolution as specified by the by the manufacturer. for instance 1366x768 for the 460p

You may need to adjust the resolution first, keep it lowest possible to get the computer works first. Then, try to reboot computer to get signal in.

SOURCE: I AM FROM INDIA I RECENTLY
What I suspected from your description of problem is that there is some kind of compatibility issue or content protection when you plug in an additional HDMI to DVI converter.
I am also using an Airtel HD connection, though however, I wouldn't need any kind of converter because I am directly connecting HDMI cable to my LCD and it works like a wonder. I set up my box output resolution to 1080i and there is no display resolution mismatch. Not even at other resolutions.
Airtel is using 1920x1080 resolution in signal transmission, so the possibility of 1079 from there end is ruled out, otherwise, the same problem would have been observed when direct HDMI cable is being used. I hope you understand my point.
Now you might also ask why you weren't able to see this problem when you connect the monitor to your PC graphics card. I would like to tell you that graphic cards are very versatile and does have the capability of 1:1 pixel mapping, so there you wouldn't see any such problem.
read this link for more http://www.hdtvsupply.com/hdtodvico.html , where a person is able to match resolution using a similar converter.
I believe the converter you use isn't able to do 1:1 pixel mapping and is actually downgrading the resolution which your monitor is not able to support.
You can try out other resolution type from the STB and if you still see similar problems, then you may need to get an alternative converter.
Follow these steps to change the STB resolution type;
Enter the Menu from STB remote -> scroll to 'My Settings' -> Enter 'System Setup' -> 'HD Setup'. Here you change to a lower resolution and press ok from remote.

You are talking about the plasma display of Samsung [Samsung Syncmaster] I understands. Specify the connections you have done to it to receive cable TV with this set. I can/t see any description about the reciving system [ PAL, SECAM, NTSC4.43, NTSC3.58] etc, from the manual of your display. Here in India, system adopted for all type of transmissions is PAL BG. Will your Plasma Display is compactable with this system/ If so it must rreceive the Cable TV here in India. Otherwise a converter may be needed. Please send me details of your plasma display reciveint system. Is it multisystem comatable? Give me details plelase. Give me the connection details that have don with that display also. OK.
