Question about Sony PlayStation 2 (PS2) Console
Yeah your laser is out of line. to correct it you have to open up your console a bit. Pull the rubber feet off the bottom and unscrew the shell, be really careful when you take the two halves apart because you have wires running between them. Then unscrew the black plastic cover over the drive and underneath you should see a large white gear with a slot for a hex key in the middle. Mark off the start position on this wheel then move it clockwise by one cog, close it up and try a disc. If it doesnt work, move the wheel round one more cog and try again.
Remember different types of disc work differently, the PS2 reads PS1 games easiest, then DVDs, then PS2 silver discs, then PS2 blue discs, so try them in turn.
If you look hard enough on the web there is a detailed explanation of this repair with photos that is worth seeking out

I am guessing that you are running a PS2 Blue Disc Game. Blue colored discs tend to run faster than Silver or gold. Accepted method for cutting the hum down is to put a piece of Tape on the label side of the disc. jkeep trying that until the disc gets a good balance. I just put up with the Hum and do not invest a lot of time in trying to get the hum out. Thats the solution though, your Blue Disc is unbalanced.
