I have a similar issue with my 1997 Neon. My fuel gauge works, but my speedometer only works when it feels like it (jumps and then drops to zero) and once my whole cluster didn't come on. I've found this (http://forums.neons.org/viewtopic.php?f=22&t=118450) that I'm going to try when I get a soldering iron. Also I just discovered my reverse lights don't work either and it's not the bulbs, my best guess is the Neutral Safety Switch because I can start my car in drive and reverse.
I had the same problem, mine was an electrical connection so to fix it i had to
uninstal the gauges to line them up for a better connection and if that didn't work it ment that it wasn't getting enough power or a good enough connection to the battery
