I had the same problem and found a manual online. I never realized that there was a filter in the bottom of the machine. There are 2 red tabs, squeeze them together and pull ( I had to use a pair of pliers to pull). Note which is top and which is bottom tab. Clean the filter and reinsert. My brushes are now spinning!
