Check for mechanical binding or lack of lubrication. If the circuit breakers have been tripping for some time they will become fatigued and will need to be replaced because they will start tripping at a lower current that they are rated for.

Hi, this sounds like a speed controller failure, i suspect the electronics speed controller is/has failed, failing?
The ONLY real way to find out what's wrong is by substituting the speed controller module and see if that fixes things.
To see if the motor actually works, try using it directly across a 12 V Battery, NOT a 24V, and see if you get any movement or even a Kick, if you do get evidence of it working, then to prove further try it on the full 24 V, it should rotate...
Now if it works like that direct, then now hook it back up to the speed controller, and see if it works, if NOT, then we have proved the electronics to be at fault. Replace/Repair the controller. (I always advise replacement, as a repaired device, has a greater chance of a future breakdown within 9 - 18 Months.)
